About Kevin

Kevin Gaines is the founder and CEO of Kevin Gaines Consulting. He is a career public servant, with C-suite leadership experience spanning over 20 years. Currently, he serves the people of California as Deputy Director for Community Care Licensing with the Department of Social Services. Kevin is a lifelong Californian as well, hailing from South Central Los Angeles, and educated by the University of California and California State University in political science and public administration. Kevin’s professional experiences span a wide variety of roles across the government and nonprofit sectors, from project management in energy efficiency programs to executive leadership of large regulatory teams, and all associated duties and responsibilities, including: 

  • Strategic planning
  • IT sponsorship and project management
  • Policy development and implementation
  • Communication strategy and stakeholder engagement
  • Performance measurement
  • Employee management and engagement
  • Diversity, equity, and inclusion leadership

Kevin is a husband, father of 5, and grandfather of 7, whose recreational interests include cycling, golf, music, and travel.
